Role of “Notary Public Office” in Japan

I’m Loraine. I want to ask about the adoption of my child. I already registered my child in court decree at Japan City Hall. I don’t know what the next procedure is. The City Hall told me that at first, I need to register the adoption paper in the Philippines. But I don’t know how. I want to know what the procedure is and what is Notary Public Office in Japanese because my husband doesn’t understand it.

If your Japanese husband has already submitted the court decree of adoption to the city office after it had been sentenced and delivered from the Court, he has to submit also the “Adoption Report” to the City Hall. Then, the fact of adoption is supposed to be indicated into his family register by this procedure.  The “NOTARY PUBLIC OFFICE” is an organization, which carries out the “notarization”. If you would like to report the fact of adoption to LCR/PSA based on Philippine Family Law, your Japanese husband must acquire his family register first. Subsequently, he must submit it to the “NOTARY PUBLIC OFFICE” and obtain the notarization by the notary. And, if these notarized documents are submitted to the Philippine Embassy in Japan and apply for the authentication by him, the authentication certificate with the red-ribbon will be issued by the Embassy to him. Then, if you would submit this authentication certificate to LCR/PSA after you would get it from him, the fact of adoption will be indicated to the margin of an adopted child’s birth certificate. That is, “NOTARY PUBLIC OFFICE” is the notarization organization in Japan, which is indispensable to the procedure in Japan/Philippines.
